Bayawanon First

During the years 1957-1961, the Philippines through the guidance of President Carlos Garcia adopted an economic policy called the "Filipino First Policy". This economic policy aimed on strengthening the Philippine economy by giving more economic priorities to Filipino businessmen over and above FOREIGN INVESTORS. This development paved the way for the Filipinization of commerce and business in the Philippines, and thus helping more the Filipino business community to thrive, developed and strengthened. In this case it is the FILIPINO who helped his own countrymen to survive and even improve the economy.

In connection to this I am calling the leadership of the City Administration of Bayawan to also impose the "Bayawanon First Policy", it would be an administrative policy where I am suggesting that Bayawanon applicants in cases of job vacancies should be given more priority over and above non-Bayawanon job seekers. In conjunction to this, non-Bayawanon work hunters shall only be admitted if and when there are no Bayawanon applicants who may qualify to the job vacancy. This suggestion of mine is anchored more on the "Filipinization Doctrine" of President Garcia, if Garcia had a "Filipinization Doctrine" or FILIPINO FIRST POLICY, then I have my own "Bayawanization Doctrine" or BAYAWANON FIRST POLICY, for who would help a BAYAWANON in distress aside from his fellow BAYAWANON? In relation to this I'm keeping my fingers crossed that the present set of Bayawanon City dads or officials would heed my appeal. SO BE IT.
