Pilipinong Botante Pagmata na!

Ga suroy-suroy ko kay makighimamat ug makig amigo sa katawhan sa mga lagyong dapit. Ang akong namatikdan didto mao ni, ug naay mahibaw-an sila (hinoon dili tanan) nga managan pangayoan man ug inug inom, ang tawag nila ana PAMARAYEG. Unya ug magsige ni MANGAPOBRE tanang pulitiko ani, mao dagway ni rason nga MANGAWAT na lang ang mga PULITIKO. Mao nga usbon unta ning sistemaha ni kay ang mag-antos ani kita lang gihapon ug ang umaabot nga mga henerasyon.
Mao ni ang trend karon, mas grabe na noon ni sa panahon sa piniliay, sigurado jung ipamaligya nila ang ilang mga boto. Unya mamalitay gyud ang ang naay kuwarta nga mga pulitiko nga gusto modaug then bawion gyud nila pud ang ilang gigasto sa piniliay pinaagi sa pagsuyop sa kaban sa gobyerno. Kining sistemaha maka pa pobre gayud sa atong nasud ug magsige ni. Mao untang ato ning usbon kay dili ni maayo nga tradisyon.
Unsaon man pag asenso sa atong yutang natawhan ug magsige ni? Ang mga pulitiko ra nga naay kuwarta ang mangdaug, ang mga pulitiko nga naa'y katakos apan wala'y kuwarta nga puwede unta mopadagan sa gobyerno sa maayo mangapildi man. Nan kung magsige ni duna pa ba'y kaugmaon ang Pilipinas? Mao nga ako namukaw kaninyo, PILIPINO pagmata na.

IN SEARCH FOR A FILIPINO RONALD REAGAN

The Filipino Reagan is being split into two, if you would know former American President Ronald Reagan was good in ECONOMY and at the same time PEACE AND ORDER, because of this I believe that the Filipino Reagan is being halved into two and can be found in the persons of Mar Roxas and Rodrigo Duterte. Mar Roxas is a University of Pennsylvania (Wharton Business School) alumni has proven himself in the field of economics is a former investment banker and a former Department of Trade and Industry Secretary while Rudy Duterte has proven himself his mastery over peace and order as a local chief executive of Davao City.
How I wish Duterte and Roxas are one so that we really can have a great leader in the mold of Ronald Reagan a former wartime president who also saved the American economy from a possible economic recession. However, I still hope and pray that whoever wins between Duterte and Roxas can still be a great leader like Reagan since the Philippines needs a Filipino Ronald Reagan for it to be respected in world affairs.
Ronald Reagan was expected to be good in the economy for he was an economics graduate of Eureka College in the United States and was also expected to excel in international/national peace and order since he once served as an Army Captain during the second world war. Mar Roxas is expected to be good in the economy because like Reagan he is also an economics graduate but he is not expected to prove his worth in national security. Rudy Duterte has already proven his worth in the field of peace and order as we can glean from his sterling record as City Mayor of Davao but has yet to prove his ability in the economy. How I really hope that Duterte and Roxas are one so that we can really have an all-around leader which can really save the Philippines from being called the "SICK MAN OF ASIA".

SUMBANAN SA PAGPADAPAT OG PROYEKTO SA GOBYERNO

Dunay mga theories sa Psychology ug sa Public Administration nga puwede mamahimong sumbanan sa pagpadapat og proyekto sa gobyerno. Naay usa ka theory (Maslow's Heirarchy of Needs Doctrine) nga nag ingon nga ang pinaka kinahanglan sa tawo maoy dapat unahon niya pag-atubang o himoon ug dili tong dili kaayo importante sa iyang kinabuhi ang iyang sulayan og himo/tilaw/atubang.
Ang Maslow's Hierarchy of Needs Theory/Doctrine nag-ingon nga dapat unahon sa usa ka tawo ang SELF-ACTUALIZATION, unsa man ni siya? Kining self-actualization mao kini ang pinakataas nga kinahanglanon sa usa ka tawo, sama sa panapot (sinina,karsones etc.) pagkaon, balay, edukasyon. Ang ubang mga kinahanglanon sama sa sakyanan, lingaw-lingaw, suroy-suroy ug uban pang mga luho ug mga gagmay'ng butang kinahanglan ipaulahi kay ang dapat tagaan ug prayoridad ang dagko mang mga kinahanglan sa usa ka tawo.
Kinahanglan ingon ani usab ang pagpadapat og mga proyekto sa pangagamhanan, dapat unahon gayod sa gobyerno ang mga nag unang problema o suliran sa atong nasod. Ang ekonomiya mao'y nag una nga suliran sa atong gobyerno mao'ng dapat gayod nga kini ang unahon sa pagsulbad sa atong mga lider. Ikaduha ang peace and order kay og walay kalinaw ang atong nasod, wala usab gustong mamuhunan nga mga foreign investors sa kapupud-ang Pilipinhon kay mahadlok man sila tungod sa pagka walay seguridad sa ilang tagsa-tagsa ka mga kaugalingon. Ikatulo ang Infrastaktura, kinahanglan gayod nga makompleto ang mga farm to market roads sa tibuok PILIPINAS alang sayon na lang pagpadangat sa mga mag-uuma sa ilang mga produkto sa mga kalungsuran ug mga dakbayan, kinahanglan gayod nga suportahan ang mga mag-uuma apil na ang mga mangingisda kay kung wala sila wala usab kitay maka-on.Tagaan usab ug prayoridad ang problema sa panglawas sa katawhan (health) kay mag-unsa na man lang ang ugma sa Pilipinas kung ang lumulupyo niini mga masakiton.
Ang pagsumpo sa kapobrehon sa mga PILIPINO usa usab ka suliran nga angay sagubangon sa gobyerno. Tinood nga ang gobyerno naa nay mga lakang sa pagsumpo niining kapobrehon nga gina atubang sa mayorya sa mga Pilipino pinaagi sa pagtukod sa DSWD ug sa 4 P's o cash transfer program sa gobyerno apan duna pay gamay nga problema kay ang kuwarta nga ginahatag sa mga pobreng lungsuranon puwede man ilahang abusaran sama sa paggamit niini sa pagpalit og bino, ug uban pang mga materyal nga butang, puwede pud nila isugal ang kuwarta nga gikan sa cash transfer program sa gobyerno. Mao nga ako naga rekomendar nga imbes kuwarta ang ihatag sa pobreng katawhang Pilipino RASYON na lang o pagkaon ang ihatag kanila. Ang modelo nato niini mao ang Amerika ug ang kanhi Komunista nga gobyerno sa Russia.
Mao kana ang mga nag-unang problema sa atong nasod nga angay gayod unahon sa gobyerno. Aron maka focus nianang mga sulirana, ipaulahi na lang ang mga gagmay'ng suliran sa nasod sama sa PAUGNAT SA KUSOG (Sports) ug TURISMO. Tinood nga angay pod mo improve ang Pilipinas sa mao nga mga natad apan dili kaayo na importante ikomparar sa akong mga gipang latid ug gipang saysay sa unahan nga mga nag-unang nasodnong suliran. USBON ANG SISTEMANG POLITIKAL ALANG SA PAG-USWAG

Dunay duha ka mga hugna sa kasaysayan sa nasodnong politika sa Pilipinas nga diin ang sistemang politikal sa Pilipinas usa sa sistemang parlyamentaryo mao kini ang mga panahon nga dunay Philippine Assembly ang nasod, ug usab sa panahon ilalalom sa 1973 Constitution. Duna usab duha ka hugna sa kasaysayan sa politika sa Pilipinas nga diin ang sistemang politikal sa Pilipinas usa ka sistemang presidensyal (presidential system), mao kini ang mga panahon sa Pilipinas ilalom sa 1935 Philippine Constitution ug 1987 Philippine Constitution. Og ato gayod ihapon, ika upat na kita nag ilis og sistemang panggobyerno ug nigasto og higanteng budget sa kuwarta alang sa pag-usab sa sistema sa panggobyerno sa Pilipinas, apan wala gayod nahitabo nga maayo sa mga Pilipino. Sa akong naobserbahan, duha lamang ka sistema sa pang gobyerno ang nag puli-puli og padagan sa atong nasod mao kini ang sistemang presidensyal ug sistemang parliamentaryo nga wala naghatag og kauswagan sa nasod nga Pilipinhon.


Tungod niini nahimugso sa akong hunahuna ang pag umol og bag-ong sistema sa pang gobyerno nga magahatag og kaayohan sa tanan ug maghaw-ag og patas nga kalamboan sa kada rehiyon o probinsiya sa kapupod-ang Pilipinhon. Sa atong nabantayan gikan sa pagkahimugso sa nasod nga Pilipinas ang kalamboan na sentro lamang sa kaulohan nga mao ang Metro Manila ug ang mga lider nga nasyonal kalabanan taga Luzon ug nagpuyo sa Metro Manila, kining matang/klase sa nasyonal nga suliran sa pulitika ug pang gobyerno mahatagan lamang og solusyon ug ang sistema sa pang gobyerno sa Pilipinas mailisan og sistemang federal (Federal System/Form of Government).

Ang mga modelo sa mga gobyernong federal nanag-una sa kalamboan sa tibuok kalibotan sama sa Estados Unidos (United States), Belgium ug Switzerland. Ang kalamboan sa maong mga nasod puwedeng mahitabo sa Pilipinas kon atong buhaton ang mga lakang nga gihimo sa maong mga nasod aron pag pauswag sa atong sistemang politikal dinhi sa Pilipinas. Sa ilalom sa usa ka federal nga pang gobyerno. Ilalom sa gobyernong federal dunay pareho ug patas nga kalamboan sa kada rehiyon o probinsiya, ang mga Tagalog di na mora og mas taas kay sa mga Ilonggo,Cebuano, Tausog,Tausog, Waray, Igorot ubp. o vice-versa ug ang kalamboan dili lang ma focus sa Imperial Manila. Ilalom sa pang gobyernong federal duna nay tinood nga awtonomiya sa kada grupong etniko ug sa kada rehiyon, ug ang nasyonal nga balay-balaoranan, ilabi na ang Senado ma representahan na og mga Senador nga nagagikan sa kada rehiyon sa kapupud-an sa nasod nga Pilipinhon.

Nag ilis-ilis na kita og upat ka beses og sistemang pang gobyerno nga wala namunga ug maayong bunga ug nga diin kita nag usik og dakong kantidad, nag usik og sobra pa gani sa trilyones ka pesos, nan, karon na ang insaktong panahon pag hatag og tsansa sa pag bag-o sa pangagamhanang Pilipinhon ug ato nang sulayan ang sistemang federal alang sa paglambo sa Pilipinas sa kinatibok-an gayud. ACTION MATTERS MOST IN PUBLIC SERVICE



Morality of a candidate is always an issue during election time, most of the political pundits and intelligent voters like that their would be leaders must be good examples in the community, someone that they can be proud of and someone that the vast majority if not the whole wide world would look up to. Of course I concur to their ideals of having leaders with morality and good examples, but to me public service is not precisely dominated by moralists for there are public servants in history who have question marks in their morals but made a great difference in their storied careers in public service.

Nelson Mandela considered as the greatest South African president and considered as the "Father of the Nation" for making South Africa free from apartheid was a noted philanderer yet he was called by every South African as "Madiba" or "Father of the Nation" for saving South Africa from racial division and made South Africa the leading economic power of the African continent known otherwise as the "Black Continent".

Ronald Wilson Reagan the 40th president of the United States of America was the first divorcee president yet he was instrumental in the victory of democracy over communism in the "Cold War" between the Communist countries and the democratic countries headed by America. Reagan was also responsible in the stalling of the economic crisis faced by America at that time being left by his predecessor by using his economic solution called REAGANOMICS.

Mikhail Gorbachev the last supreme leader of the defunct Union of Soviet Socialist Republics was an atheist, but he was responsible for reforms in the communist government of the U.S.S.R. through his GLASNOST and PERESTROIKA program which led to a power struggle between him and the communist hardliners which eventually divided and even defaced the former Soviet Republics from the face of the globe.

These examples would make me think that in the cases of the above-named illustrious leaders who would be long remembered in the annals of history as great people who pivoted their respective countries to great difference, morality would not and will not ever be an issue. To me the ability of a candidate to deliver the basic goods and services to his constituents and to make a great difference in public service matter. However, I am not insisting that our leaders can be immoral as long as they can effectively serve the people for it is still my dream to have a perfect leader and that is a leader who has the ability to really effectively serve the people and at the same time a leader who can be considered as a good example to the people as can be gleaned from his morality.

DOWNSIZE THE PHILIPPINE GOVERNMENT FOR PROGRESS SAKE

The Philippines being one of the smallest countries in the world is ironically a big government. The Philippines has forty two thousand twenty seven barangays (42,027), while the United States of America being the model of probably all of the governments and countries of the world has nothing, the Philippines has eighty two (82) provinces while the United States has only fifty (50) states, the Philippines has seventeen (17) administrative regions while America has nothing. There is also overlapping of functions in the Cabinet of the Philippine President which makes the government and Philippine bureaucracy bigger and more complicated.   These facts make the Philippines a very costly country and government with regard to its maintenance and operation.

I am not against the existence of the Barangay Political Entities and the process of election of its officials because the barangays  form part of our tradition as Filipinos, as we all know the barangay system of governance dates back to the time of the ten Bornean datus who arrived to the Philippines in the early stage of our history and that is a reality which we Filipinos cannot deface. What I am against is the Internal Revenue Allotment being given and allotted to the barangays since these government funds are not properly used by barangay officials and are subject to abuse and corruption. Before the advent of the Local Government Code of 1991 which provides for the Internal Revenue Allotment for barangays, the corruption in Philippine Government's hierarchy was only limited to the municipality level but now, corruption has already reached the grassroots level and that is the barangay level. The money involved here is not peanuts, we are talking about tens if not hundreds of billions of pesos here in the maintenance of barangays alone every year sans corruption. In connection with this, I am recommending that the lowest political entity of the Philippines the BARANGAY remain for it forms part of our political tradition but further recommend that the Internal Revenue Allotment shall not be released to the barangays anymore for it forms as a milking cow of many corrupt barangay officials and to save money in favor of the coffers of the Philippine Government.


The Sangguniang Kabataang Barangay Councils which are under the umbrella of the barangays also make the bureaucracy of the Philippines more wider, it do not make the youth productive but instead trains the youth to be traditional politicians and worst become corrupt leaders in the future. This Sangguniang Kabataang Barangay has a funding which can be abused by its officials and its projects  are only limited mostly to the promotion of basketball tournaments and the establishment of basketball courts. We should also bear in our minds that our model governments and countries like USA, Russia, Canada, Japan, Germany etc. do not have Sangguniang Kabataang Barangay Councils or its counterparts. Sadly this is the reality which should be corrected by finally phasing out  the same. In relation to this, I still believe that our young people can still hone and develop their leadership skills,  become good community leaders in the future and become good citizens of our  motherland by becoming active in student politics for I further believe that the same is the proper training ground for the youth politically and not the Sangguniang Kabataang Barangay.


For all I know the United States of America has no administrative regions since the administrative functions of the government controlled agencies are all focused in the states, in congruence to this I recommend that the Republic of the Philippines shall do the same. All of the administrative regions' functions shall be focused to the Philippine provincial offices of government agencies only so as to avoid the expansion of bureaucracy, limit corruption to the provincial level alone and save money in the maintenance of government offices.


I also recommend that the creation of provinces in the name of traditional politics or gerrymandering be stopped. Just imagine along the creation of new provinces, another set of government officials shall be elected, another set of provincial administrative offices shall be created and another set of another appointive provincial officials shall be installed, hence millions if not billions of pesos shall be set aside in the maintenance of the newly created offices and salaries alone of such officials and provincial offices aside from corruption. In connection to this we Filipinos must bear in mind that the United States as a superpower has only fifty states, it is a country which is so big but so easy to govern because of her limited bureaucracy. This particular stand of mine is also applicable to the probable creation of new cities and municipalities and the maintenance of the same since it would further add burden to the government monetarily.


As far as I have observed there is also overlapping of powers in the Cabinet of the Philippine President, if this can be corrected, the Philippines can have so much savings out of Cabinet positions and other sub-offices under it which has to be eliminated. In conjunction to this the Philippine Cabinet needs to be streamlined. The position of the Peace Adviser on Peace Process which has a Secretary rank can be relegated to one of the sub-offices of the Department of National Defense since it is related to defense and peace, the Office of the Chairman of the Metro Manila Development Authority which has also a Secretary rank can be under the umbrella of the Department of the Public Works of Highways since the same positions have synonymous functions, the Department of Agriculture and the Department of the Environment of Natural Resources can be fused since both departments have similarities, the National Economic and Development Authority or NEDA has the features of that of the Department of Trade and Industry, thus need to be united, the Office of the National Treasurer and Department of Budget and Management can also be coalesced for the same positions have more or less the same functions, even the Department of Agrarian Reform and the Department of Housing have the same purpose and that is to give land and homes  to the poor which is related to social justice. There are also presidential advisers which have Cabinet ranks which I feel need to be eliminated because of overlapping of functions and for purposes of economizing on the part of government.


The savings of the government in downsizing the same may go to the improvement of the basic services and other governmental projects by the same to the people like health, national defense, transportation, communication, education, agriculture, science, sports, social work, infrastructure etc.etc. The other part of the gargantuan savings of the government through its shrinking would go to the sizable salary increases of government employees especially the government doctors, nurses, midwives, public attorneys, prosecutors, judges, engineers, scientists, teachers, accountants etc. etc., thus preventing them from going abroad to seek greener pastures which would avert cases of possible broken homes or families. These probable good things and happenings would eventually make the Filipino citizenry a better one and would make the Philippines a great country and  a better nation.


I believe that my foregoing positions with regard to lessening our Philippine Government's bureaucracy would be fruitful since the government in my concept and vision would probably save money from probable corruption and further maintenance of newly created and extended offices, and would even swiftly and speedily serve the people. In relation to this I wish and pray that this proposition of mine be given even a speck of weight and credence by the people or any government authority for the greater glory of our country known otherwise as the Pearl of the Orient Seas, the Philippines.

BEING A GOOD LEADER IS DESTINY
Being a good leader is not just all about hard work, destiny needs also to cooperate and that anyone who wants to be one does not need to force everyone to like him or her because leadership is all about fate. I have read plenty of personal political stories of colorful political figures in the world from the biblical times 'til the modern era, and I have fathomed through my readings that leadership is all about one's political palm.
Ronald Reagan, one of the most illustrious United States presidents was an unknown political aspirant until he was given the chance to be the keynote speaker of the Republican Party National Convention of 1964 supporting then Arizona Senator Barry Goldwater to be president of the United States of America. The political life of Reagan was never the same again after that speech which made him known as a very eloquent public speaker all over America, he was eventually elected California Governor in his mid fifties (50's) and became the oldest president of the United States at sixty nine (69) years old but one of the most effective American leaders in history being the one who started the Cold War against Russia formerly the Union of Soviet Socialist Republics and its satellite communist states.
Ramon Magsaysay never imagined becoming president of the Republic of the Philippines not until former Senator Jose P. Laurel Sr. (former president of the Philippine Japanese sponsored government and former Justice of the Philippine Supreme Court) and former Senator Claro Mayo Recto (a bar topnotcher) invited him to join their political party, the Nacionalista Party and be their standard bearer for president since no one in their party can outlast then President Elpidio Quirino in a presidential contest. What was the secret of Magsaysay in becoming a good leader without forcing himself over the citizens of the Philippines? The answer was an undented public service and DESTINY, after becoming a war hero in the Second World War, Magsaysay ran for a congressional seat in Zambales and became a Congressman and would later be the House Committee Chairman on National Defense, President Quirino his former party mate and boss would later on appoint him as Secretary of National Defense because of his military exploits and because of his record as the House of Representatives' Defense Committee Chairman. Magsaysay was the main architect for the surrender of that former War Hero turned Muslim bandit Hadji Kamlon who was wrecking havoc at Sulu and Tawi-tawi islands and became more popular for arresting former Governor Lacson of Negros Occidental for being the prime suspect in the murder of his former political rival, Moises Padilla. Senators Laurel and Recto would eventually persuade Magsaysay to jump ship on their party and let him ran for the presidency against Magsaysay's former boss and former party mate at Liberal Party, President Elpidio Quirino and the rest as they rightfully say it would belong to history.
Barrack Hussien Obama was a little known State Senator of the land of the prairies, the State of Illinois not until he was given the chance to be the keynote speaker of the Democratic Party National Convention of 2004 supporting former U.S. Senator and now Secretary of State John Kerry for the Democratic Presidential nomination during that time, after that rousing and sterling political speech Obama was not just known nationally in America but also globally. He went on to be elected as a United States Senator and four years later he was eventually elected as the first black man to be the supreme leader of the United States of America, thereby making him as the strongest man on earth during his era.
Corazon Cojuangco Aquino never expected to led an impoverished country, the Philippines under a dictatorial regime for twenty long years not until her husband former Senator Benigno S. Aquino, Jr. a presidential hopeful himself was gunned down on the tarmac of Manila, short of almost three (3) years before she was catapulted to power. That fateful day August 21, 1983 was the offshoot of the dictatorial regime's downfall, Corazon Cojuangco Aquino was urged by the people to ran in a snap election for the presidency held on February 7, 1986 against the virtual strongman Ferdinand Emmanuel Edralin Marcos, Sr. The election was rigged, Marcos was declared as the winner by the Commission on Election but the people was infuriated by the outcome of the election and staged a bloodless and successful revolution against Marcos which eventually pushed Corazon Cojuangco Aquino a former housewife to head the Revolutionary Government of the Philippines from 1986-1992.
These events that I have narrated would simply tell us that for one to be a good leader, he or she does not need to forcefully ask the people to like him or her. All he or she has to do is to show his wares on who he or she really is, like what Reagan, Obama and Magsaysay did and everything will simply follow. Secondly, I believe that DESTINY is really on their side and when DESTINY pushes you to be at the helm no one can ever defeat you. In connection with these, I am asking and urging any political aspirant to be simply who you are and just do your best and everything will simply follow much more if your political greatness is already properly written in your palms. Do not rape the will of the people by using illegal machinations, deception and cheating just to win a political contest since by doing so you are not just destroying the present state of our societal system but also the future of our posterity.
Ferdinand Emmanuel Edralin Marcos, Sr. would have been a great leader had he not imposed his will on the Filipino people by lengthening his wield of power. He was supposed to lead the Philippines for only eight years under the 1935 Philippine Constitution but because of his self interest and political ambitions he declared Martial Law, dissolved Congress and ordered for the revision of the Constitution for him to stay long in power. Many political rivals of him were incarcerated, political activists went missing and human rights abuses were rampant anywhere in the archipelago. Had he used his intelligence in a good way he would have an eternal rendezvous with greatness.Does any leader stay for long in power just to be a great one? The answer is a big NO, Abraham Lincoln never completed his first term of office of the presidency of the United States of America but he is considered as one of the best presidents America or even the world has ever seen for making the black people become free from slavery and for rebuilding America after the Civil War.
This is my point, in order for a leader to be great he/she does not have to impose his/her force, will and brute upon the people who makes him/her as he/she is, instead he/she has to lead the people a selfless,exemplary, and dedicated public service for him or her to be etched in the pages of history as a great person and leader.

Is Third World War in the offing?

The extensive building of islands by China at the Paracels and the Spratlys and its act of owning the whole West Philippine Sea, nee South China Sea, by way of its Nine-Dash Line theory as grounds for her territorial claims, are reminiscent of the Japanese aggression over Manchuria that happened in the late 1930's which started the Second Global war in the Asia-Pacific Region. The military offensives of Russia against Georgia and Ukraine to reintegrate them to the former Socialist Republic is gaining ground. As a matter of fact, Southern Ossetia, which is a part of Georgia, and Crimea, a part of Ukraine, already formed a section of modern territories in Russia as its Autonomous Regions, as a result of Russia's successful military offensives against the said less-militarily equipped states. These present military and geopolitical happenings in Eastern Europe are also evocative of the " blitzkrieg " of Adolf Hitler by Germany’s aggression over Austria, Poland and Czechoslovakia which occurred in the late 1930's that torched the Second World War in Europe.

On December 7, 1941, when an American Military Base at Pearl Harbor, Hawaii was bombed by the Japanese Imperial Air Force, thereby killing more than two thousand (2,000) American military servicemen, officially conceived the greatest war, the Second World War. America then, under the leadership of a great leader, President Franklin Delano Roosevelt, had imposed a democratic and diplomatic strategy of appeasement to bargain peace but to no avail. That notable moment of history can happen again on the grounds of China’s engendered threats to protect every inch of their so-called territory, may consequently pulverized Philippines if the latter continues its territorial claims against the former. For China, the Philippine's move at the United Nations Arbitral Court of the Laws of the Sea (UNCLOS) to invalidate its Nine-Dash Line claim exemplifies an establishment of ownership.

Under the 1951 Mutual Defense Treaty of USA and Philippines, each country has the right to defend each other if anyone of them is attacked by a foreign aggressor. If China will cast the die of its military offensive against the Philippines, the United States would then probably comply to fight in favor and defend the Philippines being its traditional ally and to protect its interest in the South China Sea that serves as a passage of Western Pacific and Indian Ocean and a strategic core of a large scale economic trade. If this happens, a Third World War would be imminent since Russia, a traditional international geo-political rival of the United States of America and North Korea, a communist country, with no hesitation would unite with China in their quest to defeat the USA and its allies. On the other hand, Japan, Australia, the United Kingdom, the North Atlantic Treaty Organization member countries and the Southeast Asian Treaty Organization member countries would inevitably join the forces of the Philippines and the United States. On that account, the possibility of a Third World War can be seen on the horizon.

Luisito Espinosa - Kennedy McKinney

"Luisito Espinosa is widely considered as one of the greatest Filipino fighters ever. Like Dodie Boy and Gerry Peñalosa, he held two titles in different divisions. Espinosa won the WBA bantamweight title on a first round knockout over Khaokor Galaxy in Bangkok in 1989 and claimed the WBC featherweight crown via a decision over Manuel Medina in Tokyo in 1995.

There were several milestones in Espinosa’s checkered career. He repulsed seven straight challengers in defending his WBC featherweight belt. Some of the challengers he victimized were Mexico’s Alejandro (Cobrita) Gonzales who was hospitalized after suffering a knockout in Guadalajara, Japan’s Nobutoshi Hiranaka who capitulated in eight in Fukuoka and US Olympian Kennedy McKinney who was bowled over in two in Indio, California"---

DO NOT UNDERESTIMATE THE POSITION



We all know unarguably that the Presidency is the strongest political position of the land and we would also securely surmise that the second strongest national political position is the Vice-Presidency. Constitutionally speaking, the third strongest Philippine political position is the Senate Presidency and the fourth strongest political position in the country is the House Speakership. Yes, that is correct for the Philippine Constitution provides for it (Hierarchy of Philippine Political Positions), but to me the strongest political position next to the Presidency is the BARANGAY CAPTAINCY.

The office of the Barangay Captain is practically the second strongest Philippine political position because in it the three (3) branches/powers of government are fused in such a position and they are the EXECUTIVE, LEGISLATIVE and JUDICIAL branches/powers of government.

EXECUTIVE FUNCTIONS of the Barangay Captain. As the local chief executive of the Barangay which he heads, he manages the affairs of the Barangay and also help execute the laws of the national government and the local laws enacted by the local legislative bodies including the Barangay Council which he also represents.

LEGISLATIVE FUNCTIONS of the Barangay Captain. The Barangay Captain also functions as the Presiding Officer and member of the Barangay Council, thus he/she has also a legislative function which is to make, alter and repeal Barangay laws in the form of Barangay Council resolutions and ordinances.

JUDICIAL FUNCTIONS of the Barangay Captain. The Barangay Captain has also Judicial powers since under the Katarungang Pambarangay Law which is being incorporated to the Local Government Code of the Philippines, the Barangay Captain acts as the Lupong Tagapamayapa Chairman and as such he/she has conciliation, mediation and arbitration powers.

Because of these elements I believe that the Office of the Barangay Captain is a sui generis (one of each kind Political Office) for in it the three functions/branches of government are being merged. In such office also, three government officials are being combined in one political leader or person and these makes the BARANGAY 
CAPTAIN a very powerful political person.

 Just imagine the President/Mayors/Governors have ONLY executive powers, the Senators/Congressmen/ Provincial Board Members/City and Municipal Councilors/ Provincial Vice-Governors/City and Municipal Vice Mayors are ONLY enjoying legislative functions and the Justices of the Supreme Court and the magistrates and judges of the lower courts are only enjoying judicial functions BUT these functions are being fused, merged and combined in the Barangay Captaincy? That's how the Office of the Barangay Captain is all about, it is very strong and must not be UNDERESTIMATED by anyone especially by the voting populace. In connection with these I hope and pray that the voting populace would always vote for the right person for this position for it is a very vital political seat for national development and should never ever be UNDERESTIMATED.

Mahatma Gandhi was not a Christian, but he was one of the most Christ-like person that I have ever known. He fought the British for the independence of his native India and the rights of Black-Africans almost at all cost. He was physically beaten, he fasted, he appeared before Courts to fight for the rights of his people, and eventually he lost his own life for the greater good of the greatest number of his countrymen.
Why not be like Gandhi? If Gandhi, a non-Christian, did good things for his fellow men, if Gandhi a pagan (Hindu) did good deeds for his countrymen and motherland, why can't we Christians, do the same for our fellow men, countrymen and motherland? As followers of Christ (Christians) great things are expected from us in serving our fellow men for the greater glory of GOD.
In view of the foregoing, I am asking, urging and encouraging everyone to be like Mahatma "The Great Soul" Gandhi, to be an agent of change, to make a difference for the good of our fellow men, and for us to have a better world to live in. Amen


Bayawanon First

During the years 1957-1961, the Philippines through the guidance of President Carlos Garcia adopted an economic policy called the "Filipino First Policy". This economic policy aimed on strengthening the Philippine economy by giving more economic priorities to Filipino businessmen over and above FOREIGN INVESTORS. This development paved the way for the Filipinization of commerce and business in the Philippines, and thus helping more the Filipino business community to thrive, developed and strengthened. In this case it is the FILIPINO who helped his own countrymen to survive and even improve the economy.

In connection to this I am calling the leadership of the City Administration of Bayawan to also impose the "Bayawanon First Policy", it would be an administrative policy where I am suggesting that Bayawanon applicants in cases of job vacancies should be given more priority over and above non-Bayawanon job seekers. In conjunction to this, non-Bayawanon work hunters shall only be admitted if and when there are no Bayawanon applicants who may qualify to the job vacancy. This suggestion of mine is anchored more on the "Filipinization Doctrine" of President Garcia, if Garcia had a "Filipinization Doctrine" or FILIPINO FIRST POLICY, then I have my own "Bayawanization Doctrine" or BAYAWANON FIRST POLICY, for who would help a BAYAWANON in distress aside from his fellow BAYAWANON? In relation to this I'm keeping my fingers crossed that the present set of Bayawanon City dads or officials would heed my appeal. SO BE IT.

Why run for political office when you can serve in many ways?

After thorough pondering, contemplation and scouring of conscience, I have fathomed that one does not need to run for public office in order to serve the people. Dr. Martin Luther King, Jr. had served the American people especially the African-Americans through his civil rights movement in the 1960's and he was not a politician, he eventually lost his life because of his love of freedom. He lost his life but his good deeds in fighting for equality in America between whites and blacks will forever be remembered and his name will be immortalized together with the great men in the annals of the history of the world.

Mother Theresa had served the people of Calcutta, India without running for public office through her ministry and charity works. She cared for the poor of Calcutta regardless of their religion and cared for them as if they were her own. She had cared for them untiringly and unconditionally until her last breath, and she did not get something out of it but her efforts did not went in vain for she is now one of the candidates for sainthood.

There are many ways to serve the people, to be a good servant by becoming good in his field. Don't you know that a carpenter can be considered a GOOD public servant by becoming a good worker? And don't you know that if you do your work heartily and offer it to GOD you are considered already to have praised him?

Why run for public office when you can still serve the people without throwing your hat at the political arena? Why not spare your private life from being scoured upon by your possible political opponents? Why not spare yourself from the controversies and troubles politics can possibly give you? To any probable and possible political wannabe please contemplate on this.

NO TO THE ONE NEGROS ISLAND REGION, YES TO THE OBLITERATION OF THE PHILIPPINE ADMINISTRATIVE REGIONS

It seems like the ONE NEGROS ISLAND REGION would be a reality, and because of this I am expecting that many provinces which have similar sounding names would also follow suit and make their own administrative regions, hence I would not raise my eyebrows if there will be a ONE LEYTE ISLAND REGION, ONE SAMAR ISLAND REGION, ONE CAMARINES REGION, ONE LANAO REGION, ONE COTABATO REGION, etc.,etc.

This sad possibility would tantamount to billions of pesos being squandered for this useless purpose. Why did I say useless? It is because in order for an administrative region to be established the government has to spend billions of pesos just for the creation of one region save from the possibility of corruption that may probably happen in every regional office of a bureau.

Don't you know that United States of America being the lone country with a "SUPER POWER STATUS" has no administrative regions? Because of this America has no administrative regional offices, thus America does not have to spend millions or billions of dollars to maintain an administrative region, ergo the United States eludes a possibility of making the government of making it a bigger government when America as a super power country has the right to do it.

Can you just imagine how many billions if not trillions of pesos does the Philippine Government save if this Administrative Regions be obliterated? Can you just imagine how big the savings of the Philippine Government be if the Philippines lessen its bureaucracy? I will tell you my friends, the truth is this, the Philippines is one of the biggest government in the whole world if not in the whole universe, but it is one of the smallest in terms of land area.


In view of the foregoing arguments and premises, I am respectfully recommending that the proposed ONE NEGROS ISLAND REGION in particular be frowned upon and be rejected and all of the ADMINISTRATIVE REGIONS in general be defaced for purposes of economizing on the part of the government and of the State. SO BE IT.

Muslims & Christians, why fight each other?

If the Caucasian-Americans and the African-Americans after hard and trying times are united as one people and under one flag in the United States of America, there is no reason for the Muslim-Filipinos and the Christian-Filipinos not to be united in Southern Philippines for the sake of progress and peace.
As far as I know, before the Christian missionaries came to our motherland and before the Islamic practitioners reached the shores of our country, there were two religions in the Philippines, and those were paganism and animism. Paganism was a religion all about praising nature, it was about treating the trees, the stars, the moon, plants and even animals as gods. Animism was a belief of early Filipinos that things, plants and animals around them had spirits.
It is also evident that we both the Filipino Christians and Muslims alike look the same for we both belong to the Malayan race (brown race). The ways of life of both groups like farming, fishing, etc. etc. are almost the same hence, it is very clear that both groups are more or less not distinct and unique from each other. What made these two sets of GOD's creation different from each other are their religions.
So, why is it that the Christians and Muslims are fighting with each other in Southern Philippines? It is very clear that the Moro rebels' basis for separation or independence for the Philippines are deeply rooted on their religion. Don't they know that the word religion derives from the latin word RELEGARE which means "to be one with GOD"? So why fight with each other when all religions in the world have only one sole purpose and that is to be one with GOD? Why?

POLITICIANS ARE LIKENED TO BUTCHERS


 


A butcher does not slaughter a pig so he can serve the people, he slaughters a pig so he may gain. Sadly, that's a political reality, most of our politicians are running for public office for the sake of becoming popular, for political power, for the sake of enriching themselves by embezzling the coffers of the State, and even for having influence over beautiful but innocent women, eventually exploiting them. These type of politicians are practically menace to the society, who are running for political offices in the guise of public service.

Once upon a time in Philippine politics there was a man in the name of Ferdinand Emmanuel Edralin Marcos, Sr. who was running for the Presidency of the Philippines, he would fondly tell the people in his campaign sorties with his punch line "If you would elect me as President of this country, this country would be great again", and what happened next? The longest Martial Law in the history of mankind (1972-1981) came into being, many political and human rights activists died and disappeared, his political rivals were jailed, the power of the Courts to issue Writs of Habeas Corpus was suspended, and these all happened for his planned perpetuation in power.

Those dark days in Philippine history all happened because of the political blindness of the Filipinos that politicians like Mr. Marcos are not simply there to serve but to gain. Those forgettable days, that regrettable epoch (Marcos Regime) happened because of the plain political dumbness of Juan and Juana de la Cruz, now the big question is this, will we Filipinos not learn from the past that purely and simply politicians are like butchers? That they are at the helm of power not to serve the people but to gain power or even worse gain money for they want to get back their capitals that they have invested in the election/s where they have participated? Please think of it fellow Filipinos.

FILIPINOS MUST BE TIGERS IN ALL ASPECTS

The Philippines is now known internationally through athletics via Manny Pacquiao (boxer), Nonito Donaire (boxer), Donnie Nietes (boxer), Gilas Pilipinas (national basketball team) and the Philippine Azkals (national soccer team). Just lately, the Filipinos have exhibited their bravery and might universally through the representation of the Philippine Peacekeeping Force at the Golan Heights when they repulsed the threatening Syrian rebels in their aborted plan to take the former as their captives. The Filipino soldiers, outnumbered but not out-clashed, only numbering seventy-two (72) defended their camp Position 68 through a fierce gun battle running seven long hours and managed to maneuver and staged the so-called the "Great Escape" at night time. As a result of these developments, Filipinos are now recognized worldwide as great warriors in their fields of specialization. The adage of the Great General Douglas MacArthur now holds true when he said and I quote " Give me one hundred thousand Filipino soldiers and I'm going to conquer the whole world".
Unquestionably, we are now plugged as the new fighters of the modern world, but the big question is, do we put enough effort to move this country forward so in due time be freed from being labelled as the sick man of Asia? The answer is a BIG NO, if we can't learn from the lessons of the past, the Philippines will remain as such. If we will not cautiously pick our leaders in the next election, the political, economic and social problems in the Philippines will continue for a long period if not forever. Today is the "time of the awakening", start anew for a better tomorrow. Let us allow Manny Pacquiao, Nonito Donaire, Donnie Nietes, the Gilas Pilipinas, the Philippine Azkals, the Overseas Filipino Workers and the Philippine Peacekeeping Force in Syria to be our inspiration to do better and emerge as a tiger  in political renewal, economic revolution and social justice. AMEN.


NOT YET FREE

I have traversed the highways of five different provinces before reaching the "Banawa ni Datu Bangkaya" or Kalibo, Aklan, and in that journey I saw the beauty and the fertility of the said lands, I was perplexed at such wonderful beauty of nature. In conjunction to that, I have now discovered why the Spanish conquistadores, the American colonizers and the Japanese invaders had fallen in love with our fair motherland. I also discovered why both our fallen and victorious heroes fought for the freedom of our past generation and for the independence of our nation; their tears, sweat and blood combined shed for the sovereignty of our native land were not in vain.

We were freed from the hands of the Spaniards, we fought side by side with the Americans to repulse the Japanese; we gained independence from the Americans, but the big question is ... are we really truly INDEPENDENT? Whether we like it or not we are facing another set of MODERN DAY conquerors, invaders and marauders in the form of our corrupt leaders and politicians siphoning both our national and local treasuries. They act like a sheep especially during election times when in truth they are actually wolves hiding in sheep’s clothing that are ready to devour us and do damage to our motherland. They act as if they are the savior of the country when in reality they're the ones destroying it. By virtue of these circumstances, can we honestly ask ourselves, are we are truly independent? I think the answer would be in the negative.
